S tier

structuresDefense PostEditorial early pick. The first reported price is 50,000 gold, the cheapest structure in the observed menu, and the game warns that defense posts make borders much harder to take. This is not a measured win-rate rank.

Player decision Buy the first post on the border you expect to be hit before you save 1,000,000 gold for a silo.

structuresCityEditorial income priority. Cities are reported to raise income and troop output. The gold tiers are 125,000, 250,000, 500,000, and 1,000,000.

Player decision Place the first city on land behind the capital once you have a pocket you can hold.

A tier

structuresFactoryEditorial war-economy building. Factories are reported to boost revenue on the same 125,000 to 1,000,000 gold ladder as cities.

Player decision Add one when a fight is coming, after a city exists, and keep it off the tile an enemy is already taking.

structuresPortEditorial coastal pick. Ports use the 125,000 to 1,000,000 gold ladder and extend naval reach. Coastal borders are what make them available.

Player decision Build a port after you touch the sea and you want a landing. Skip it on a locked inland start.

B tier

structuresWarshipEditorial coastal unit. Reported tiers are 250,000, 500,000, 750,000, and 1,000,000 gold. Warships patrol coastal water. They are not the transport boat.

Player decision Buy one when a coast is already yours and someone can land on you. Do not open the match with a warship.

structuresSAM LauncherEditorial answer to missiles. Reported prices are 1,500,000 gold, then 3,000,000. SAMs automatically track and shoot down incoming ballistic and nuclear warheads.

Player decision Buy one after silos exist in the match. It is a bad opening purchase because nothing is flying yet.

C tier

structuresMissile SiloEditorial late weapon. Reported at a flat 1,000,000 gold. A silo opens tactical atom bombs, hydrogen bombs, and MIRVs. Gold prices for those three bombs were not in the report.

Player decision Build a silo only after cities and borders can survive without that 1,000,000 gold.

Is this an official country ranking?

No. Countries are not ranked. The board only orders buildings. S means buy it early because it is cheap and the game tells you what it does. It is not a measured win rate.
